CWC has submitted written comments to the White House Office of Management and Budget (OMB) contending that the Office of Federal Contract Compliance Programs’ (OFCCP) request to reinstate the Monthly Employment Utilization Report (Form CC-257) is unnecessary and burdensome. The form would require covered construction contractors and subcontractors to collect and report headcount and hours-worked data by race, ethnicity, sex, and construction trade on a monthly basis.

OFCCP discontinued the CC-257 in 1995 because it was of little use and administering it strained the agency’s resources. OFCCP now asserts that the reinstated form will help it improve its process for neutrally scheduling contractors for compliance evaluations by providing information such as when projects are active and the number of employees working on the project. CWC pointed out that OFCCP already has the information it needs to identify which projects are active so that it can schedule compliance evaluations.
