The Center for Workplace Compliance (CWC), our affiliated nonprofit membership association, has commented on a request by the Office of Federal Contract Compliance Programs (OFCCP) to continue using its contractor portal. Federal contractors and subcontractors must use the contractor portal, an online tool, to certify annually that they have developed and maintained affirmative action programs (AAPs) in accordance with OFCCP’s regulations.

The Paperwork Reduction Act requires OFCCP to obtain periodic approval from the Office of Management and Budget (OMB) to continue using the contractor portal. CWC’s comments to OMB came in response to OFCCP’s request that OMB extend its authorization to use the contractor portal for three more years.

CWC’s comments, similar to those it submitted to OFCCP in February, contend that OFCCP significantly underestimates the compliance burdens imposed on federal contractors and subcontractors.

CWC urged OMB to instruct OFCCP to acknowledge these burdens and revise its estimates of the amount of time that contractors must spend logging in to the system, entering new information, and verifying previous information.
